SST vs e-Invoice in Malaysia: Why SMEs Must Check Both Separately

Understand the difference between Customs service tax and HASiL e-Invoice, and why one threshold does not answer both questions.

Illustrative professional business documentation scene

Service Tax (part of SST) and the e-Invoice system are different regimes run by different authorities. A company may need to examine both even when it believes it qualifies for an exemption under one.

Service Tax is about taxable services and registration

Royal Malaysian Customs determines taxable service categories, applicable thresholds and rates under the current rules. Restaurants, logistics or other services can have different treatment, so check your actual service type.

e-Invoice is a document and reporting framework

HASiL’s implementation timetable and specific guidelines determine who must implement, when, and how transactions are handled. Its timetable was updated on 30 August 2026 and lists taxpayers with annual turnover or revenue below RM3 million as exempt, subject to applicable detailed conditions.

A business can be in different positions under each

An e-Invoice exemption does not automatically remove SST obligations; SST registration also does not by itself answer every e-Invoice question. Evaluate the two systems independently using current official definitions.

Document the conclusion and revisit it

Keep revenue calculations, service classifications, group relationships where relevant and supporting advice. Review changes as your business expands, adds activities or crosses a relevant threshold.

Practical example

A restaurant owner may be eligible for an e-Invoice implementation exemption but still needs to test Customs service-tax registration separately based on the actual taxable business and current thresholds.

Your practical checklist

  • List your exact taxable activities or services
  • Check Royal Malaysian Customs SST rules for those activities
  • Review HASiL’s current e-Invoice guideline separately
  • Keep evidence of each eligibility assessment

Frequently asked question

Does an e-Invoice exemption automatically exempt the business from SST?

No. The regimes have different authorities, thresholds and conditions and must be checked separately.
